Why this exists
Government orders are primary law. A gazette notification from the Tamil Nadu government — about land acquisition, a welfare scheme, a departmental rule — is not commentary or reportage. It is the thing itself, in its original legal form. And yet for most of the people governed by these orders, the gazette is effectively a sealed archive: voluminous, unindexed, and written in a register that presupposes legal training.
Vidhi's Tamil Nadu Gazette corpus changes the terms of access. Every order is extracted, structured, and made answerable — in English, in Tamil, with every claim traced to a citable, linkable page in the source document. When a researcher asks whether a particular scheme was notified in 2019, the system does not summarise secondary sources. It retrieves the gazette entry, surfaces the relevant paragraph, and points to the PDF page. The answer is the record itself.
This is not an experiment in automation. It is an argument about what legal infrastructure should look like when it is built for the people it governs. The law is public. Access to it should be, too — without a library membership, a lawyer's fee, or the luck of knowing where to look.
